Abstract:

The Framework Convention on Climate Change (FCCC) and the Convention on Biological Diversity (CBD) represent two of the foremost treaties addressing sustainable development. Yet, the conservation of biological diversity-or biodiversity-has not captured the same attention within political science-or for that matter the popular agenda-despite having become the focus of conservation. Such disparity in analysis is interesting given that the FCCC and the CBD were negotiated in a similar institutional setting. In seeking to understand how variance in salience of an issue and outcomes of negotiations can be explained, this paper focuses on the images of global environmental issues that lie behind attempts to establish international governance regimes. It will begin by tracing how biodiversity and global warming were framed during the negotiations of the CBD and the FCCC. It will then show how convergence of scientific construction of the problem and the normative construction of the problem are important in sustaining the perception of the issue as global. Conversely, it will show how divergence between the scientific and normative construction of a problem leaves space for national sovereignty and power to reemerge as an influence on outcomes.
