In what ways does the notion of “universal human rights” change our conceptions of the relationship between citizenship, rights, and state sovereignty, and how can “citizenship,” understood not merely as a set of membership entitlements and privileges attached to a legal status but also as a particular kind of political activity, inform us in theorizing a politics of human rights? I aim to address these two broad questions with a specific focus on the challenges posed to institutions of citizenship, sovereignty, and human rights by the global phenomenon of international migration, and the different categories of “non-citizens” it produces. |
