Publication Type: Conference Paper/Unpublished Manuscript Review Method: Peer Reviewed Abstract: The paper states the International Implementation of Paragraph 6 of the Doha Declaration on the TRIPS Agreement and Public Health, regarding production and exporting of generic drugs under the scope of WTO, based on the main International Relations Theories. The paper defends the emergence of a new cooperation under globalization and international political economy debate, which means 1. different levels of actors envolved (transnationals, NGOs, governments, Civil Society, International Organizations); 2. Institutional frame and global governance approach; and 3. universal values and principles related to the public health (AIDs, Malaria and Tuberculosis); 4. international rules and norms from WTO and WHO.
