Abstract:

The international role that could be played by such a controversial polity as the EU has been hotly debated. From now, the debate has been mainly articulated between three main roles, which are, European Civilian, Military, and Normative power. However, those attempts to conceptualise EU's international role have led to a theoretical stalemate, mainly because of their initial aim which is to identify the 'essence' of the European integration. To handle such a critical issue, this paper will draw on Ole Waever's work on security, and from this perspective study the EU's international identity through the link between security, integration and identity. Instead of having different kind of roles, Waevers proposes a distinction between three levels where the EU plays three different roles as a security actor. Based on the constructivist claim, that identity and action are inextricably related, and an approach to the construction of identity that is one which stresses the role of narrative structures within the process, this paper will try to identify a 'constitutive story' told for 'Europe' about EU's international identity. In 2000, the United Nations (UN) and the European Union (EU) initiated a dialogue on possible cooperation in the field of crisis management. In the framework of the development of a European Security and Defense Policy (ESDP), two EU peace operations have been created in close cooperation with the UN: the EU Police Mission (EUPM) in Bosnia-Herzegovina and the operation Artemis in the Democratic Republic of Congo (DRC). Various actors and reports within the EU, claiming that both polities are founded on the same universal values, advocates for a close relationship with the UN regarding the peace keeping operations. This matter of fact is illustrated (in a 2003 Commission's communication) by the idea that the EU should adopt a determined 'front-runner' approach regarding its relations with the UN. Focusing on the recent cooperation between the EU and the UN in the field of crisis management, this paper aims at analysing the 'European discourse on security' and the practices of 'professionals of security' within the field of security in the EU. Its ultimate aim is to show the centrality of the UN in the construction of the EU's international identity.
