External Responses to the European Security and Defense Policy (ESDP): Russia and the United States

Abstract:

In 1999 the European Union (EU) launched its European Security and Defense Policy (ESDP) in an effort to increase the collective civilian and military crisis management capabilities at the Union's disposal. For the EU-US relationship, ESDP has been a persistent issue of contempt over the last five years. The EU-Russia relationship did not seem to be affected in this way. This paper sets out to answer the following question: why have the major non-EU players in European security - Russia and the United States - reacted to the ESDP initiative in the way they did? To explain and analyze the differences, we will proceed in four steps. First, we will address the question of ESDP's purpose and dynamic. Second, we will turn to the American response to ESDP and analyze how it has developed from the Clinton administration to the presidential election in the fall of 2004. Third, we will examine Russian policy towards ESDP since 1999. Finally, we will conclude by outlining several general determinants of the American and Russian responses to ESDP suggested by the preceding analysis.
