I argue Balance of Power theory is incomplete without a better sense of two parameters: the time frame for when a balance must be met, and the time it takes to convert economic assets into power. With these two bits of information, the theory is amore useful tool for understanding past behavior, since policies such as appeasement or buck-passing may be rational under certain circumstances. Moreover, these two factors illuminate when we are likely to see balancing against a dominant power, as well as when a balance is not likely to occur. |

Rather than downplay the importance of power in international relations the utility of this refined version of Realism should urge us to pay much greater attention to how power is managed. The current international situation where the U.S. holds a large lead in power and appears to have the technological and economic wherewithal to hold such a position for a very long time suggests that others cannot balance American power |
