United Nations and Sanctions: Great Power Politics in Iraq, Yugoslavia and Sierra Leone

Abstract:

Are major powers able to use an international organization like the United Nations to seek legitimacy and coerce multilateral enforcement of their sanctions policies? Drawing the sanctions imposed by the United Nations under Chapter VII of its Charter on three member states, Iraq, Yugoslavia and Sierra Leone in three continents, this paper advances a corollary idea. It argues that sanctions are function of the major great power politics and that great powers would enforce sanctions if they were consistent with their national interests. When the interests of the major powers collide over sanctions policies, empirical evidence from the cases indicate that those of the hegemon tend to prevail.
