Jacques Rueff and the Monetary Implications of a Hegemonic World Order

Abstract:

This paper examines the development and influence of the international monetary thought of the liberal French economist Jacques Rueff (1896-1976), whose arguments for a return to the gold standard (and an end to the dollar's hegemony) were well known in the 1960s. Rueff's ideas hold an important place in the history of twentieth century theorizing about the relationship between a hegemonic world order and the world monetary system. They served as the inspiration for Charles de Gaulle's attack on the hegemony of the dollar in the mid 1960s. They are rooted in a broad philosophy of politics, drawn from a turn of the century philosophical worldview and formed in the the experiences of Europe in the interwar period, when Rueff was a high level policymaker in France. Drawing on an extensive reading of Rueff's works, and research in his personal papers, this paper explains Rueff's thought, placing it in its intellectual and political context. The paper then examines the influence of Rueff's thought on General de Gaulle in the 1960s. It concludes by speculating about the continuing relevance of Rueff's ideas to the contemporary world. As a paper that combines the study of ideas with a political economic critique of hegemony, it is especially well suited for the theme of the this year's ISA conference.
