From Above and Below: How Domestic and International Factors Impact the Effectiveness of Political Conditionality |

During the post-Cold War era, the explicit linking of foreign assistance to political reform in recipient countries (i.e., political conditionality) has become a fundamental and contentious part of North-South relations.While it has induced or provided some impetus for political reform in a number of countries, political conditionality has also generated a great deal of controversy and resentment. This paper will analyze the effectiveness of conditionality by looking at thirty-one cases in Africa, Latin America, and Asia. Each case is examined by focusing upon the combinations of domestic and international causal factors and how these combinations relate to the implementation of political reform after conditionality. The fundamental question in this research asks what causal combinations are related with conditionality leading to meaningful political reforms. This essay will proceed in three sections: 1) an examination of political conditionality, 2) a brief look into the domestic and international factors on the implementation of political reforms, and 3) an analysis of the various combinations of causal factors, both domestic and international, on the success of political conditionality. |
