EU Conditionality and Balkan Compliance: Does Sovereignty Matter? |

Why do Balkan states comply with EU conditionality? The rationalist international relations approaches account for the different degrees of sovereignty (from international protectorates through semi-sovereign states to fully sovereign states) enjoyed by Balkan states and their objective to join the EU but they fail to explain the varying degree of confrontation with regard to specific EU conditions in the period after the EU extended the European perspective to them. I offer a systemic constructivist explanation of compliance and argue that it is the insistence on political recognition and social acceptance that drives the Balkan states to abide by the EU rules. Confrontation is a reaction to a perceived loss of internal sovereignty and it is higher, the more sovereignty-intrusive the EU conditionality is. |
