the Findings of Studies Employing NOMINATE Scores |

Over the past 20 years, great advances in our
understanding of legislative
institutions and behavior have resulted from the use of NOMINATE and
similar
procedures that provide estimates of the ideological positions of
members of
Congress. Typically in these studies NOMINATE scores are employed as
variables
in (often nonlinear) regression analysis. However, the estimation error
and
uncertainty in the NOMINATE scores have been largely ignored although
measurement error in the independent variables of a regression is
well-known to
lead to inconsistent parameter estimates and misleading inferences. In
the past,
little else could be done, because no reliable estimates of the
estimation
uncertainty in NOMINATE scores were available. Recently, however, Lewis
and
Poole (2003) presented a bootstrap method of recovering standard errors
and
other measures of uncertainty for NOMINATE scores. In this paper, We
revisit a number of the more notable empirical applications of NOMINATE
scores to substantive problems in legislative politics and assess the
degree to which the results are altered when the estimation uncertainty
of the scores is accounted for. We also
describe a general method that scholars can use to incorporate this
uncertainty
in their own work. |
