Abstract:

Would Hiram Johnson Be Pleased?
The Unintended Consequences of Progressive Era Reforms Progressive Era
reforms were instituted in the early twentieth century in response to
widespread political corruption. These efforts to rectify real and
imagined abuses left a deep and lasting impression on the American
political system. The reformers’ basic assumption was that taking
“politics” out of governing would make the process more efficient, more
economical, and more equitable. California Governor Hiram Johnson, for
example, viewed the initiative, referendum and recall as mechanisms to
empower citizens against the historic influence of large corporations
on the state assembly. He persuaded a reform-minded legislature in 1911
to place proposals for these instruments of direct democracy on the
ballot. In California and other states, this reform movement produced a
host of innovations that remain common features of state and local
government. Some observers suggest that these “progressive” efforts
resulted in a regressive effect on the nation’s political development.
The California recall election of 2003, an undertaking whose successful
signature-collection drive was largely funded by one individual, poses
the question of whether current political practices have subverted the
reform efforts of Governor Johnson and other Progressives. The
California recall election is but one example of the possible misuse,
even abuse, of Progressive Era reforms. Utilizing both historical
perspective and present-day viewpoints, I examine and assess the
positive and negative effects of selected reform efforts on American
political development in the twentieth century.
