Trust in Political Institutions in Latin America: Untrustworthy Institutions or Critical Citizens?

Abstract:

The observed decline in levels of
political trust around the world has been interpreted in two ways: on
the one hand, low and declining levels of trust may suggest a crisis of
democracy and of democratic institutions; on the other, this decline
may suggest a change in the ways that citizens evaluate governments,
suggesting the development of a critical citizenry. This debate has
been renewed in the context of new and unconsolidated democracies,
where low levels of trust can also be observed. Are these low levels of
trust suggesting a crisis of democracy? Or do they suggest a response
to problems of democratic governance? To be able to answer these
questions, it is important to understand what the origins of trust are.
In this paper, I evaluate competing hypotheses about what makes people
trust or distrust political institutions in Latin America. Special
attention is given to the impact of values on trust, and to the
measures of governmental performance, such as corruption, in the
region. The results suggest that, although trust in the region is low,
the reasons are linked to problems of democratic governance.
