Abstract:

Theoretical work in the New Institutional Economics has provided convincing reasons to believe that political institutions matter for economic development and growth over time. Empirical testing of these theories, however, has tended to look for relationships between different institutions and average growth rates over a period of decades. This paper tests the proposition that a fuller understanding of the relationship between political institutions and economic performance is gained by thinking about the effect of institutions given a country's stage in the development process. I describe three general stages of the development and outline what kinds of institutions should matter for economic performance at each stage. I then test the hypothesis that the effect of institutions depends on the stage of development in the context of a debate between scholars who disagree over the relative importance of constraints on rulers and state capacity for economic performance. The results of this analysis support the conclusion that different institutional factors matter at each stage of development. |
