|
Livestock grazing policies on federal lands from 1964 to 2004 were analyzed, using the punctuated equilibrium approach advanced by Baumgartner and Jones. Would-be policy reformers sought to change existing programs for both economic and environmental reasons by altering the policy image and by seeking favorable venues for policymaking including the federal courts and the executive branch. A number of secondary policy objectives have been achieved by advocates of change but members of the dominant grazing subgovernment have made good use of their policy monopoly in Congress to fend off major challenges to the grazing program. |
