EU Crisis management and EU-UN relations:'Europeanization' of a politics of the non-political

After some initial misunderstandings (in particular, on the compatibility between ESDP and UN peace operations. i.e. the availability of “EU forces” for non-EU peace operations), these contacts have led to some significant achievements: points of contact have been established; high-level and working- level meetings take place regularly; and three themes of cooperation have been identified (conflict prevention, civilian and military aspects of crisis management, and regional issues).

In this framework, a 'Joint Declaration on EU-UN Co-operation in
Crisis Management' has been signed in September 2003 by Kofi Annan and Silvio Berlusconi (for the EU).

It is supposed to improve the EU-UN cooperation in four fields: planification,
training, communication and best practices.This declaration has been prepared by a relatively small number of EU and UN staff implicated in Crisis management.
Knowing each other personally, those professionals of Crisis management have constituted an 'informal consultative mechanism' before the signature. The September 2003 declaration has constituted a steerring committee, gathering 20-30 EU and UN staff. Most of them are working for Council DG VIII and IX (Civilian and military crisis management) on the EU side, and for DPKO (Department of Peace keeping operations) on the UN side. This steering committee has already meat twice. It is the opportunity for the professionals of crisis management to meet and to talk about very precise issues. For example, the new European concept of Battle groups is at the heart of the debates.Moreover, it is interesting to notice that the trajectories of a growing number of professional of crisis management is shared between the two institutions. In this context, we can see the growing homogeneity between the two institutions' definitions of security.
