The Impact of Economic Reforms on Democratisation in Brazil: International and Domestic Dimensions

Abstract:

The combination of economic liberalisation and democratisation, as seen in many Latin American countries, has called into question the limits and possibilities of democracy in developing countries. Generally speaking, this combination refers to the tensions between the need to introduce economic reforms, in order to achieve a more equitable income redistribution and thereby extend political participation. The distributive consequences of economic reforms and changes in economic policies suggest that coalitions supporting particular development strategies may change to the disadvantage of groups that are negatively affected by economic liberalisation, privatisation and deregulation. The purpose of this paper is to investigate the effects of economic reforms on policies aimed at widening political participation in Brazil as well as the more indirect effects on collective action and civil society activities. The Brazilian case will then be used to assess the usefulness of current theoretical debates on democratisation in the era of globalisation.
