Changes in China?s Local Governments: Adaptive Political and Socio-Cultural Response to Sweeping Economic Reforms

Abstract:

Since the early 1990s, Western organizational theory has been cited by many Chinese scholars to decipher the gains and losses of China?s economic development. Fewer scholars focus the theory on China?s political system. While China?s economic gains merit study, the lack of research into political advances has led western leaders, scholars and popular media to prod China?s leaders by challenging the government?s record in the areas of human rights and democracy in government. It is the position of this paper that an examination of China?s political condition reveals an underlying pattern of evolution at play in this arena ? an evolution that is an inevitable accompaniment to economic reform. This pattern of change is especially revealing when we look at the front lines of China?s political activity at the local government level, where the rules have been stretched, and experimental reforms of many different kinds have visibly affected these local governments and their polities. The transformation of local government began as an attempt to capitalize on China?s expanding economy while attempting to maintain stability and the legitimacy of government; and eventually caused a metamorphosis in the organizational culture of both local governments and within the societies in which they operate. The evolution of local governments is explained as the natural evolution of a bureaucratic system under duress.Stability and economic development became the watchwords for local governments during this period of reform. This paper is intended to chronicle the ups and downs of local governments as they did what they could to manage the flow of information, directives, money and people in the upside down world that China had become. Their journey was troubled by impossible quotas and impossibly small budgets, by people ill-prepared for the responsibilities thrust upon them, by the unhappy human victims of massive layoffs in a generation that had been led to expect the beneficence of the ?iron rice bowl,? a benevolent government that would provide education, medical care, homes and a comfortable retirement; all this in a land where it was not legal to be either poor or wealthy. It is argued this evolution stimulated and today represents positive steps in China?s governance.There is a demonstrated need for continuing professionalization of local government bureaucracies. The citizens deserve professional service; the market insists on it; and the central government is pushing local governments in that direction. Unfortunately, there?s a problem. If the central government continues to micromanage the economy, the result is uncertainty at the local level, and these local governments will continue to do what is necessary ? what has permitted them to continue to serve their communities until the present.
