Public Diplomacy and International Cooperation: has the time come for a world ombudsman?

Abstract:

?Now is the time to act? said the Secretary General of the United Nations in March 2005, in a report entitled ?In larger freedom? :?It is for the world community to decide whether this moment of uncertainty presages wider conflict, deepening inequality and the erosion of the rule of law, or is used to renew institutions for peace, prosperity and human rights. Now is the time to act. The annex to the report lists specific items for consideration by Heads of State and Government. Action on them is possible. It is within reach. From pragmatic beginnings could emerge a visionary change of direction for the world?.I believe, together with many other people, that now is certainly the time to act. And I believe also that the responsibility to act lies not only with Governments and Intergovernmental Organizations, but also, as the last decade has shown, with NGOs and individuals capable of making a difference.In this paper I develop the idea that among the international cooperation efforts that are being launched to fight the extremes of poverty and inequality in the World, Public Diplomacy must be relied upon to co-ordinate the contributions of the governments, NGOs, private institutions and individuals who want to participate in these campaigns. But in order to enhance the efficiency and effectiviness of this effort, I explore the advantages of creating a central coordinating body - some kind of a World Ombudsman representing participants of a non-governmental nature.Basing myself on the model of Jody Williams? 1992 campaign to impose a Mine Ban Treaty , I analyse the case of the Aspen Institute Global Interdependence Initiative , the ten-year project headed by Princeton Lyman aimed at helping citizens understand their relationship to world affairs and to people throughout the globe. I suggest that what we need today is another Jody Williams, who can play the character of a Cybernetic Robin Hood to coordinate the fight against poverty at world level through a massive cybercampaign.
