The Domestication of the Foreign Policy Agenda: Managing EU Politics and Public Opinion

Abstract:

EU politics is an obvious example of the increasingly nebulous divide between domestic and foreign policy spheres. Traditionally, domestic policy agendas have been subject to greater levels of vigorous, public, and often divisive debate in national democratic forums than their foreign policy counterparts. In today?s internationalised world, more and more issues that were once regarded as discrete foreign policy matters ? bound for and by intergovernmental negotiations and decisions ? have developed into complex hybrids where ?rules of engagement? have been drastically altered. The central concern of this paper is how politicians at the national level in EU member states manage public opinion in these ?domesticated foreign policy? matters. The aim is to develop a theoretical framework capable of analysing such hybrid processes, drawing on the rich political communication literature with specific emphasis on persuasion, and opinion formation. A keystone in the framework will be the fixing and distinction of the concepts of genuine persuasion and opinion formation which will be used to identify two counterpoised strategies when attempting to shape public opinion. Genuine persuasion is basically a long-term process of convincing through principled arguments and coherent debate with plenty of room for deliberation and deliberative measures. The concept of opinion formation, on the other hand, refers to an ad hoc, short-term strategy, that may yield quick results, and has the added advantage of giving national politicians a far more flexible mandate. The intrinsic logic of such a strategy means that political legitimacy (as perceived by the public) evaporates quicker, and that explicit support by public opinion may need to be secured on a regular basis.The study will be heavily interlaced with empirical illustrations and evidence ? mainly drawn from the Swedish government?s handling of the twin issues of EMU-membership and the EU constitution, but with a wider European comparative backdrop.The paper concludes with a normative discussion about the fundamental democratic implications of the various methods of managing the EU agenda ? including the public opinion ? at the national level.
