Abstract:

In recent years there have been increasing calls for the European Union to take on a more active role in Israeli-Palestinian peace making efforts. One option for the European Union in taking a greater role would be to define itself as a balancer against the United States. A second option would be to pursue a bonding strategy of aligning with the United States to secure itself a seat at the table. The argument of this paper is that in this case, balancing and bonding are not alternative strategies and that if the European Union is to play a more influential role in the peace process it must strike a balance between balancing and bonding.

Balancing or Bonding: The European Union The United States and the Israeli-Palestinian Peace Process By Christopher Hemmer Air War College Paper Prepared for the Annual Convention of the International Studies Association March 21-March 25 2006 San Diego California I. Introduction The increasing albeit largely financial resources that the European Union (EU) has committed to the Israeli-Palestinian relationship in recent years has inevitably led to calls for the Union to start taking a greater political role in the peace process
the possibility of balancing or at least hold out the possibility of exiting. V. Conclusion Given the European Union’s interests and assets in the Middle East Brussels is likely to play a significant role in any future Israeli-Palestinian peace making efforts. That role like the peace process itself while significant is not going to be easy. In playing their role the Europeans are going to have to strike a balance between balancing and bonding. Finding the proper equilibrium between
