Stateness and Sovereignty in the Arab Middle East: the interplay of domestic and international norms |

Much has been written about the exceptionalism of the Middle East. Many authors have applied this notion also to the analysis of state-formation, where Islamic culture and Islamic political thought are seen as the prime reason why Middle Eastern states differ from Western European states. This paper suggests that international norms of sovereignty have equally played a key role in maintaining weak states in the region, that display elements of what Robert Jackson has termed ?quasi states?. Although structurally similar to other quasi states in the global south, Middle Eastern states differ in important aspects, most notably domestic norms of Arab societies and Islamic political culture. The interplay between domestic and international norms provides the background against which stateness in the Arab region should be judged. |
