Abstract:

Arab states are often seen as exceptional and anomalous creatures within aturbulent and hostile world. The literature of Middle Eastern exceptionalism inthe areas of democracy, regionalism and security testifies to this. The presentpaper analyses stateness in the Arab Middle East through the lens ofstate-formation, grounded in the literature of historical and fiscal sociology.Structurally similar to other ?quasi states? in the global south, Arab statesdiffer in important aspects, most notably domestic norms of Arab societies andIslamic political culture. Prospects for regime security in the Arab region andchances for the diffusion of international norms from abroad, need to be judgedagainst this background.
