Institutional Breadth: 6 (of 9)
The OSCE also exhibits a moderate level of institutional breadth, promoting many linked social
and cultural activities. The OSCE supports numerous academic partnerships through its
Researcher-in-Residence Program, which grants researchers access to the CSCE/OSCE
documentation at the Prague Office of the OSCE Secretariat. The OSCE Networking Project
offers researchers around the world web-based access to electronic OSCE resources, including
bibliographies, online catalogues, and specialized link lists. It is a partnership between the Center
for OSCE Research, the Program for the Study of International Organizations (Geneva), the
International Relations and Security Network (Zurich), and the Specialized Information Network
International Relations and Area Studies (Berlin).

The Center for OSCE Research is an
independent think tank that researches the OSCE and the issues of conflict resolution, security
building, and democratization. CORE staff also participates in OSCE field missions and in field
research in areas where the OSCE has field missions.

In terms of public diplomacy, the OSCE also supports student programs, particularly in its
field missions. It sponsors essay competitions, convenes student conferences and seminars, and
sponsors regional student networks. For example, it has held essay competitions in Tajikistan and
Armenia on gender-related problems, in Serbia “on guilt, truth and change in Serbia" and "Inter-
religious dialogue as a means of reconciliation,” and in Bulgaria on the Holocaust.

sponsored internships for journalism students in the Ukraine. It offers parliamentary and
municipal government internships for students in Serbia and Montenegro.

And, finally, the
OSCE Academy in Bishkek is a regional center for post-graduate study in conflict prevention and
management and post-conflict rehabilitation. The OSCE also supports scientific cooperation to
achieve its broad view of security, which emphasizes human and environmental security. It
advocates scientific cooperation among academic institutions in Central Asia and with
international partners,

and for example in 2003 it organized an international scientific meeting
to discuss the technical problems posed by radioactive waste dumps in Kyrgyzstan.
Finally, the OSCE partners with numerous intergovernmental and nongovernmental
organizations to pursue its vast agenda. In addition to the partnerships already noted above, the
OSCE cooperates with the Council of Europe, NATO, the EU, the UN and its various agencies,
the Commonwealth of Independent States (CIS), the Financial Action Task Force, and Interpol.
