Abstract:

In comparison with earlier diaspora, the proposed paper investigates as to what makes some recent diaspora groups more successful in exerting influence on the foreign policy of host states, in order that the host state might apply pressure towards separatist ethno-nationalist struggles in a diaspora?s home states. It seeks to ascertain what group specific attribute/s make recent diaspora more effective in influencing the foreign policy of host states and as to what conditions in the operational environment recent diaspora encounters that enhances/constraints this process?. Considering the relationship between the relevant variables, I propose a theory on diaspora influence on separatist struggles in home states through the mechanism of foreign policy of their host states and proceed to investigate its relevance using an empirical study on the behavior of the Sri Lankan Tamil diaspora, in the U.S and Canada.
