Gender and Politics in Japan: Family Policy and Women?s Employment

Abstract:

Contrary to common notions of women and employment in Japan, Japanese family policy in the 1990s clearly shifted from ?breadwinner? policies that assume a male breadwinner and a stay at home mother to more ?women-friendly? policies that enable women to continue working even after having a child. These policy changes include the legislation of parental leave, legislation of nursing care leave, introduction of wage replacement for both types of leave, and two five year plans to expand funding and services in publicly funded child care centers. How can we explain this shift in policy and what has been the impact of these policies on women?s employment? This paper considers three aspects of family policy and employment in Japan: a brief overview of Japan in comparative perspective, the political process behind the changes in policy in the 1990s, and employment data to assess the impact of these policy changes (some over a decade old) have had on Japanese women?s employment.
