Transnational Labor Remittances: Policy Responses & Home-Country Politics

Abstract:

Immigrant worker remittances from rich countries to poor countries represent an important new transnational economic pattern. This paper addresses policy and political responses to the rapidly growing capital flows, focusing on home country processes as they interact with international economic regimes. What are political leaders and intermediaries doing to influence out-migration and to channel the new inflows? What if any policy repertoires have emerged at the international level for governing these phenomena? To date, much research has created typologies and addressed the savings versus consumption question. This paper goes beyond descriptive study to analyze the most important policy-political dynamics. Investigating U.S. dollar wages remitted to countries in the Americas, it probes the implications of these new flows for the international development regime. Remittances cut across once-segmented markets, legal jurisdictions and social scientific units of analysis. For developing countries, they represent a more pluralistic source of foreign exchange than the traditional commodity crop earnings, auguring potentially positive consequences for poor, rural areas. The paper tests hypotheses about local empowerment, welfare effects, middle class formation, and the requisites of accumulation. It also indicates the need to update the standard definition of economic globalization?to incorporate the movement of labor along with that of trade and capital.
