Abstract:

Perfect security is not possible. Attempting it can worsen security. This paper briefly reviews the main elements of current American approaches to international challenges, both those conventionally viewed as security questions, and those which ought to be. The paper argues that the challenges of terrorism, nuclear proliferation, global warning, disease, and the tensions that arise from inequalities both within and between states, need to be approached as part of an integrated set of security challenges, very different from the traditional challenges of national security.
