Abstract:
|
The title of the proposed paper references US military jargon in which the acronym C4I stands for ?Communication, Command, Control, Computing, and Intelligence.? The proposed paper deals not just with the standard four ?Cs,? but also four ?Is?: Islamists, International Relations, Intelligence, and the Internet. The purpose of the paper is to describe and analyze Islamic terrorists? use of the Internet, with a particular focus on their use of the Web for intelligence gathering purposes and their establishment of their own Web sites to engage in offensive information operations. The impact of the Internet on the adoption of networked forms of organization by Islamist groups will also be addressed, as will the effects of such structures on both the conduct of international relations and our understanding of same. |
