Publication Type: Conference Paper/Unpublished Manuscript Abstract: This paper is a comparative study of the importance and effects of international human rights discourse in Chile and Colombia. While both countries have a history of a strong domestic civil society, Chile has managed to take steps away from its past of human rights abuses, while Colombia has not been able to make such progress. The paper is part of a larger research program on the effects of exposure to and participation in the international human rights regime on countries' domestic human rights performance over time. |
