Abstract:

This talk discusses important domestic and international consequences of citizenship and language policies in Latvia. The first section traces the debate on the citizenship law. The second section emphasizes language legislation and the role of the school law, requiring that students at Russian-speaking schools change to a substantially Latvian language format by Fall 2004. Finally I will evaluate attitudes on civic and political values of the two language communities. |
