The Legacy of State Socialism on Trial: Workers' Participation and their Health and Safety Protection in China's Transitional Industrial Economy |

Over the past two decades China has been undergoing a dramatic transformation from a socialist command system to a market economy. One of the most striking phenomena in China’s drive for modernization and industrialization is the prevailing occupational injuries and diseases among Chinese workers. How can the Chinese workers protect themselves from these devastating occupational health and safety problems? Chinese employees have inherited from the Maoist era two institutions which, when activated, may help to soften the assault on workers’ health and safety: the workplace trade union and the staff and workers’ representative congress – thus the term, “the legacy of state socialism.” In this paper, we use the data of two in-depth case studies of two Chinese enterprises which were formerly state-owned but now transformed into shareholding and joint-venture ones. We analyze the impacts and the constraints of these two institutions. We argue that, the legacy of state socialism, confronted with the market- and profit-driven capitalism, is put on trial. While the participatory mechanisms developed with the wisdom of the Chinese workers during Mao’s era are benefiting the younger generations of workers of the reform era, they also face great challenges and their impacts may be dramatically weakening. |
