Abstract:

How do countries mitigate conflicts over shared environmental resources? Why does international cooperation emerge over some shared resources but not others? In this paper, I examine cooperation over shared river basins by comparing international rivers that are currently governed by international agreements with those that are not. I argue that while geographic and environmental factors such as river size and water scarcity have received the greatest attention in the literature, they can only explain some of the variance in treaty formation. In order to fully understand why some rivers are governed by treaties and not others, we must look to the historical and political context as well.
