Abstract:

Contrasting ethnographic studies of an alternative high school and a drop-in shelter for homeless youth reveal how differing organizational contingencies and ideologies lead to starkly opposing labeling practices of similarly distressed youth. Staff at the alternative school, engaged in long-term resocialization and eager to expand their client base, adopt a nurturing stance towards gang members as "children with needs." Staff at the drop-in shelter, providing short term, survival services to an expansive population, adopt a "tough love" approach emphasizing authority and zero tolerance. Contradictions in each approach are exemplified through dramatic conflicts in which staff actions intended to follow policy belie the rationales for such policies. Such a study shows not only how actions are constrained and defined by institutional frameworks, but how such actions may contribute to the very phenomenon which the organizations purport to ameliorate.
