IS THERE A SHORT-TERM DETERRENCE EFFECT OF EXECUTIONS ON HOMICIDES? An Analysis of Monthly Time Series Data, Texas, 1980-2004 |

Research on the deterrence effects of state executions on homicides generally has produced results that indicated little, if any, deterrent effect. Most such studies, however, have used annual time series data. Using monthly time series data on the numbers of executions and homicides in the State of Texas for the years 1980 through 2004, we examine the question of whether there is a short-term deterrent effect of executions on homicides. Among the 50 US states, the numbers of executions per year in Texas has been the largest, especially in recent years. Therefore, if the is any short-term relationship between the number of executions in a month on the numbers of homicides in that or subsequent months, it should be evident in Texas. Over the entire time period, we find evidence of a slight deterrent (negative) effect of executions on homicides with a lag of four months. Confining the analysis to the period from 1994 through 2004 when the numbers of executions per month began to be relatively frequent, however, we find modestly negative relationships between the two time series at the conincident month (lage 0), at a one-month lag (lag 1), and at a six-month lag (lag 6), which are suggestive of a short-term deterrent impact. Theoretical implications of the results are discussed. |
