Routine Activities Theory and Terrorism: Preliminary Estimates and Prospective Implications |

Cohen and Felson's 1979 routine activities theory (RAT) was transformational in breaking down crime into its elemental aspects -- motivated offenders, attractive targets, and the absence of guardianship -- permitting analysis of each aspect both separately and in time-place coincidence, thus enhancing the prospects of predicting crime and intervening against it. Terrorism is a growing class of crime to which the RAT may be applicable. This paper examines available data on terrorist events to test prospects of identifying key relationships in the theory and predicting terrorist events, with an eye toward the development of weights to assign to a mixed strategy of randomizing the screening of suspects and intensity of surveillance of prospective terrorist targets. |
