Abstract:

Sheldon Wolin, in Politics and Vision, long ago observed that Machiavelli discovered the “mass” as a force in politics. Machiavelli’s project to “initiate a new order of things” presupposes the popular masses as both the ground and background of politics. Political action, directly or indirectly, means the mobilization, organization, and deployment of the people. As such, the nature and character of the people is central. This paper will argue that Machiavelli rediscovered the popular masses as the major factor in the power equation. Political activity in ancient Rome centered on the people as the force by which power is both generated and legitimated.
