Abstract:

Even if the United States is and will be the most powerful country in the world, has it been able
to translate that power into policy influence on major security issues? In short, does the
American hegemon get what it wants? In this article, I ask whether the Bush administration is
achieving its self-declared national security goals: promoting democracy, stopping terrorism,
stopping WMD (nuclear) proliferation among adversaries, and maintaining American primacy.
I review each goal and then evaluate the impact of Bush policy. The record to date is not encouraging, especially given the blood and treasure lost in Iraq.

In particular the next step would be to carefully consider whether different American policies could have led to better outcomes. Could the problems and challenges have been handled better? The tentative answer is yes such as in 2002-2003 crisis with North Korea but a more rigorous assessment is in order. As the only superpower the United States today is in a class of its own. The
