Abstract:

This paper argues for the importance of wedge strategy as a form of external balancing in international politics. Since wedge strategies tend to be ignored in theoretical work on balancing, it first explains why wedge strategies get short-shrift in security studies. Second, it outlines the forms wedge strategies may take, and the policy approaches used to further them. Third, it discusses how wedge strategies help to explain important “alignment anomalies” in international politics. Fourth, it examines a case in which a wedge strategy produced just such an alignment anomaly, with great consequences for the conduct and outcome of World War II, and thus, our world today. It concludes with the implications of wedge strategies for theoretical work on balancing theory and security policy debates. |
