Integrated Watershed Management and Public Administration of Water Resources in Honduras

Abstract:

Honduras is completing the decentralization of water system management, transferring authority from the central government, to municipalities and local water boards. With more local control of resources and greater decision-making power for the actual users of the water systems, there is an increased need for improving local management. Several options have been tried with varying success. These include watershed plans ranging from simple to complex, approaches based on addressing key community problems to larger integrated concerns, and management options including local water boards, municipal enterprises and the privatization of water services. Over the past 7 years, the Pan-American Agriculture University, Zamorano has worked at varying levels on all of these options for managing water resources.
Success in each depended strongly on two important factors; the transparent administration of public funds, and the identification of community members with the physical works that served their interests. A wide range of watershed management projects executed by Zamorano with the documentation of educational efforts and financing from the communities themselves, international donors and governments provide a key to improving implementation and the effectiveness of integrated watershed management. As many nations try to achieve the millennium development goals of cutting in half the number of people without access to basic water and sanitation, the results are of service to agencies including the United States Agency for International Development, and the Millennium Challenge Corporation in the effort to develop practical solutions to water problems in Central America.
