Abstract:

This paper posits that there is a problem with the current, macro-level Cosmopolitan Theory debate. Proponents make empirical and normative claims and opponents refute these claims. While I do not question the intention of actors in this debate, I do claim that the nature of this debate obscures actual cosmopolitan change that is currently happening within certain civil societies globally. I take a micro-level analysis of Vietnam and a curriculum project that aims to build cosmopolitanism amongst university students. Then, using theoretical tools from the study of sovereignty, I take this micro-level approach and theoretically build upon it by looking at how these changes could effect meta-level action in the behavior of states. |
