Civil-Military Relations Education at the United States Air Force Academy

Abstract:

The 2006 revolt of the generals marked one of the only times that civil-military debate on organizing, training, and equipping American forces spilled over into a public challenge of civilian competence during wartime. The precedent marks an opportune moment to review how institutions responsible for educating and commissioning young officers prepare them for the complexities of civil-military cooperation in the American system. Defense transformation exacerbates civil-military dilemmas in at least two ways. It collapses boundaries between the military and the political as forces become lighter, faster, more precise, and more amenable to top-down control without obviously losing their lethality. Transformation collapses another boundary between the strategic and the tactical as military organizations become flatter and information from multiple levels comes together, approaching a universally accessible cyber-sphere for micro- and macro-dimensions of the battle. In this dynamic environment, officers are expected to clearly and forcefully express their professional military advice, uniting service cultures, but stopping short of imposing their policies on civilian leaders. This paper reviews how the United States Air Force Academy meets this educational challenge today, and it makes the case for a new level of cooperation tomorrow between the academy departments of Military Strategic Studies and Political Science.
