Abstract:

When and why do decision makers use decisive force or make grand concessions to end increasingly costly civil conflict situations? I solve a "war of attrition" game with two outside options and build a theory on the timing and the nature of political stabilizations. To establish the empirical relevance of this theory, I analyze three transitional conflicts in South Africa and two in South Korea through the lens of this theory.
