Global, Local or Global? Explaining Shifts Between Local and International Arenas in Radical Islamic Movements |

Abstract:

Is the globalization of radical Islam a function of domestic defeat at the national level and thus a sign of weakness or is it a function of increasing opportunities to achieve global reach and supranational objectives? The paper's aim is to develop a theory that explains under what conditions Islamic movements only operate in the international arena, others only in the local-national, while still others shift from local to international (and in some cases back again). Is variation best explained by the ratio between the ability of the movement to mobilize compared to the state's ability to suppress as resource mobilization theory or to find its paradigmatic equivalent in international relations, neo-realism, would claim, or does the competing paradigm of relative opportunities ?domestic and international (for example a more engaging state or access to international organizations and NGOs) do a better job of explaining the variation in type and the shift between local and international arenas. The paper looks at the ebbs and flows of conflict processes in Algeria, Egypt, Jordan, Kashmir and Indonesia. There?s also a potentially prescriptive aspect to the paper: Is a state alliance based on suppression by an essentially secular world system the best prescription in meeting the challenges posed by radical Islamic movements or is a more nuanced form of engagement and wooing a better strategy. |
