Abstract:

Legal proceedings against perpetrators of previous regimes contribute to the construction of collective memories of past evil. This paper addresses effects of the institutional logic of different types of institutional responses on the construction of narratives. It further examines chances of resulting collective memories to end cycles of violence. Such effects may work through a deterrence function or through the construction of democratic cultures in which the use of atrocities as measures of power maintenance is not even considered.
