Abstract:

The values of participation have been addressed across various disciplines. Yet, participation is a concept that lacks theoretical definition and systematic evaluation methods. This paper tests the methodological significance of an operational protocol derived from Habermas’s theory of communicative action. The applied context was citizens’ participation in a smoking policy-making process. Construct validity of the measures seems promising. The theoretical and methodological implications of measuring participation as communicative action were discussed in closing. |
