A Model of Treaty Ratification and Compliance Thania Sanchez Columbia University ts2058@columbia.edu Matthew S. Winters Columbia University msw22@columbia.edu April 2007 Paper prepared for presentation at the 2007 Annual Meeting of the Midwest Political Science Association Please do not cite or distribute without permission. The expectation when a state ratifies a treaty is that it will comply with the provisions set forth within that treaty. Thus it remains puzzling why states would not comply with the agreements to which they
then the house and senate will vote in favor of the treaty if p2 ≤ (xM − xSQ )2 ˆ 29 (from equations (2) and (3)). The executive’s decision is based on whether the condition p(xT −xM )−b ≤ (xM −xSQ )2 (from equation (5)). Given that the RHS is the same in both of these conditions if it is possible that p2 < p(xT −xM )−b then we will have a situation where VH = VS = 1
