Publication Type: Conference Paper/Unpublished Manuscript Abstract: The report of the President’s Task Force on Victims of Crime (1982) led to numerous reforms at both the state and federal levels. However, many have argued that these reforms were merely symbolic, in that they have not produced any meaningful change. The current study addressed these issues by examining how victim-related contextual factors (e.g., the number of victim advocates in the county, the amount of state victim/witness funding allocated to the county, and the number of crime victim compensation claims awarded in the county) are related to victim participation, sentencing, and crime. The data for this study included contextual information from the U.S. Census, the Uniform Crime Reports (UCR), and the Office of Victims’ Services and sentencing information from the Pennsylvania Commission on Sentencing for the years 1990-2000. Analyses indicated that the availability and impact of victim resources differed significantly between rural and urban counties.
