Publication Type: Conference Paper/Unpublished Manuscript Abstract: Regional development districts vary in mission and approach both within and among states. One fairly common purpose is the solicitation and management of federal grants on behalf of constituent local governments. This paper seeks to determine the effect of county rurality on per capita federal grant receipts over time, controlling for local and regional government capacities. In other words, are rural places treated differently than urban places, other things being equal, in federal grant distributions? |
