Publication Type: Abstract Abstract: The North Dakota legislature authorized the Beginning Again North Dakota (BAND) pilot program for 2008. Two rural North Dakota towns were selected to participate in the asset-based community assessment and development BAND program using the community capitals framework (Flora and Flora, 2008). A protocol of materials and methods was devised by which community leaders and residents inventoried their respective communities� capital categories. The leaders and residents drafted a strategic community economic development plan based on their communities� assets. This paper describes the processes used by these communities, and evaluates the BAND program. |
